Two more data points:

I changed my camera module ,not detected at dealer
I added towing module, the dealer just aid I had towbar without prog and offered to buy the software, I said no and just reprogram through Orbit

If you are referring to Camera itself and just replacement of an existing camera, VIDA would not detect it as an HW change. However, it might detect a retrofit OEM reverse camera as HW change and force to reload reverse camera software before allowing total upgrade just like it did for my retrofit plug and play IMS. (alarm motion sensor). 

If you are talking about 360 WAM module, your car was already equipped with it and replacement WAM has the same or equivalent part / HW number as the original. That's why VIDA wouldn't have detected it as HW change. 

Regarding the towing module, 
Same as my situation for added IMS module. I had reverted all config to OEM but left the IMS connected and VIDA detected it as HW change and I had two options before I could install total upgrade. 
1) IMS reload costs $250 > That makes it OEM config. 
2) IMS remove costs $35
Although I removed (disconnected) the IMS module, did a fresh VIDA install on another laptop, did a fresh VIDA reload but it still showed the HW changes with the IMS disconnected.  
At the end,  I installed IMS remove (paid $35), only then I could install total upgrade. Once all finished, I connected the IMS back, changed the config with IMS via Orbit, everything worked again.   

Not sure if your dealer installed total upgrade during your visit. Maybe dealer's VIDA account is different than independent shop or personal account and allows total upgrade regardless of the detected HW changes.
