Well my friend, VOLVO loves to change part numbers and the variants for the very same parts.
I personally checked and compared my windshield (W/O heads-up & W/O heated) s60 T5 momentum to the with heads-up and w/o heated) 2019 s60 t5 inscription, the numbers on the on windshield matched.
Same nonsense with hydraulic unit for ACC/PA. Volvo officially replaces it for with TOP dumping (which I did before knowing Orbit existed) but many folks here enabled the ACC/PA without replacing the unit and it just works fine.

2. I think there is confusion between distance alert and automatic emergency braking /crash alerts. Distance alert, only available with HUD is a warning that your speed is too aggressive vs AEB warning which is an alert that you are likly toncrash if you dony slam on the brakes. P3 cars had dash leds for AEB, but SPA will just beep and show something on dash. The distance warning is only on HUD and I have mine turned off. Its useless.

This is a myth. There is no special windshield especially for HUD unless if it's a heated windshield. The heated windshield has variants with or without HUD. Variant with HUD one has a certain non-hetaed area with a special layer filter where HUD projects.

As I said, it's just BS to get more money from people! There is no technical difference between "with heads up + without heated " and "without heads up and without heated" The only part you need for HUD is the dashboard or you can cut the whole yourself. HUD sits on the frame. The plastic trim on the dashboard around the HUD is sold separately. All the manufacturers do the same thing. For example: VW, Audi and Skoda are from the same company and %70 of the parts are common on both. If you buy a part from Audio you pay "X" dollars and for the same part from skoda you pay "X/3" dollars. It's just branding!
By the way, I had a loner B5 AWD without heads-up but there was distance alert button enabled on the Sensus screen but I'd never seen the actual warning though.

What numbers matched? The glass might be the same but the interior might be coated for the HUD.
I doubt there is no difference between the two hydraulic units. "Works just fine" is a pretty general statement. There are probably scenarios where not having top dampening may create issues. To each there own.
Judging by those pictures HUD retrofit looks straight forward.....
I have HUD on my XC90 but would never go through that to add it. I only use it on and off on long road trips to adjust my viewing position.

As I said, the numbers on the windshield itself (without and with HUD ) both non-heated. If the windshield is not heated, there is no coating for HUD. If the windshield is heated only then yes there is a difference with HUD or without HUD. Because the material that heats the glass disturbs the reflection of the HUD. VOLVO uses this as an excuse to charge more money for the very same Glass just because the Car has HUD without heated windshield. Furthermore, my friend just replaced his windshield not even from VOLVO and not OEM. Just a generic replacement glass. His HUD is just working and seen fine with same limitation of Polarized Sun Glasses no matter which HUD and which make! Thanks for the pictures. I know it's hard one. (dismantling the whole Dash) and does not worth just for the HUD. But if one day my HVAC goes out, I might put in one at the same time.

I'm pretty sure there is NO option for Heated Screen WITH Head Up Display.
So that screen doesn't exist.
Non heated screen, no HUD is the basic screen. Then there is the Heated screen with the tiny mesh embedded.
After that there is a coated screen. When they put the wrong screen in my V90 after a crack, the HUD was pretty useless. Putting the right screen in fixed it.
What MAY have happened is that they standardised on the coated screen for ALL cars for stockholding/inventory purposes on a market by market basis.
If you have a HUD, you need the coating as far as I can tell.

At least with my previous xc90, adding the HUD resulted in a heated windshield delete.
This resulted in some truly stupid vehicle configs like my 2017 T8 R-design. Why?
Because you paid full price for the climate package which included the heated rear seats, heated windshield, and heated steering wheel, and heated washer jets.
BUT, adding HUD deletes the heated windshield. And the R-design that year came with heated washer jets by default. And they for some reason deleted the heated steering wheel with the R-design package.
Which meant that if you configured a R-design with HUD, you would end up paying full price for the climate package but only getting heated rear seats of it.
That’s part of the reason why they changed up the option package groupings in later years.

I would have liked to have heat and HUD but that is impossible afaik.
And I will not test the HUD on a heated windshield to see if the reflections works. Or if one could add a square or reflective area for the HUD even if the screen has the wires inside.

I'd assume if Volvo carries 2 parts, they are different. There are plenty of examples where they "unify" parts replacement, i.e. they build the cars with multiple parts to save money at the plant on cars "without xxx", but you can only buy the "full featured" replacement if it's compatible, so volvo saves on the other side in reduced total part numbers they have to carry in their catalog (and the customer pays for the replacement part so saving them a little money isn't a priority).
The question sometimes for us "car hackers"...is the difference meaningful. Sometimes a mfr can have pretty strict requirements, they must satisfy everyone, the HUD reflection must be within some tolerance. they would not carry 2 part numbers if it was not warranted. Now if I was swapping the HUD...I'd surely give it a try with the existing windshield! It's probably fine.
