I think we are seeing Volvo decided to change some behavior in the cars with updates. I am fairly sure the place this actually "lives" is inside the CEM software. There is not a discrete config item that drives the "memory" of the Auto/Adaptive-beam being turned on. But historically, for whatever reason, on North American (NA) cars, the setting would always default to off on start up. And folks had found setting the headlights type (Item 106) to the EU/Row "Type B" version of their equipment, would then enable the "memory" of the setting.
I found on my 2025 XC40 (US, with Pixel lights) that the Auto High Beam does have "memory" of the setting in the factory config. But I have not updated the car to the latest 3.6.x available for it yet. I think based on what you people are seeing, that the car will lose that setting memory next time I install updates. It's like Volvo made a mistake and is correcting it now. Maybe it's a regulatory issue why Volvo needs to make sure the setting defaults "off" on the NA cars.
NOTE with using the "Type B" setting. There don't seem to be ill effects but it's known for at least some of the headlights, the amber side marker lights are disabled with the config set to an EU/Row type light, because the EU/RoW headlights don't have those lights, they are a US requirement. I don't know of any other downsides.
