Yes — Volvo On Call (VOC) is effectively unavailable or severely limited in Russia.
Since 2022–2023, Volvo has disconnected Russian vehicles from most of its online services. As a result, Volvo On Call no longer works normally in Russia.

Remote functions in the app (lock/unlock, remote start, climate control)
Vehicle location and tracking
Vehicle status and notifications
New Volvo On Call subscriptions or registrations
Why this happened:
Volvo Cars exited the Russian market and shut down digital infrastructure there
Backend servers and connectivity for Russian VINs were disabled
Dealer systems linked to Volvo’s global network were also restricted
What this means in practice:
Even if the car has the hardware, the app won’t connect
Existing subscriptions don’t function properly
There is no official Volvo-supported workaround inside Russia
Some owners try unofficial solutions (SIM changes, VPNs, foreign accounts), but these are unreliable and not supported by Volvo.
