I have experience tinkering with the software of Android phones. Google Services is an add-on which cannot be installed like a normal app. It needs to be flashed as a system image to the infotainment system. For that you need access to ODIN mode or recovery mode to which we don't have (at least easy) access to on AAOS. In other words, without some serious hacking going on there isn't a big chance you'll get Google apps on the car. I'm not even sure will your car receive any future updates after you somehow accomplish this. Warranty will definitely be voided.

There might be another way in theory but it may only work if you have an official update available. 
If VOLVO is not classing the updates according to VIN but according to internet service location. 
Get a VPN service and configure it to your wireless router or phone then disable the car's modem internet and connect it through wifi. 
This way car will think that it's in EU. That might do the trick to download the software from another region!
