Its a service routine which would be started in a workshop for testing of a vehicle. When you start the routine, it'll run only for the duration the car is started - I suspect you won't be logging in to OrBit each and every time you drive? So for the time being no way of 'enabling' gear changing on D by just changing a setting (meaning no rewiring from paddleshifters or something)?
