I had the same issue with another software "market certificate for IHU" download.  With the latest update of the VIDA, it's not related to fully charged or not. It's about the supplied voltage. I even connected external battery retainer / charger but it still refused to install. 
I ended up installing the software while engine is actually running. Yes, you can do that at least most of the software reloads. It will shut down the engine at the end and finalize the installation.  The important part is that during that finalization period while engine is not running, your battery should be at least %70 full. 

So, you can install the configuration change while the engine is running or you will need external battery charger that supplies 13.5v or more. 
The configuration test does not cost money, it's only 1 cent. $0.01. In my case, I had to ask for refund for the first failed one and re-purchase it second time. Refund process was very quick though, I got refund on my card less than 24 hours I claimed it. 

If it happens next time, DO NOT cancel the process. Just turn on the engine and click on retry or continue. It will give you warning "Do not drive the car" because it will stop the engine as I mentioned above.

Thanks so much for the advice, but I have a Polestar 2. I can't start the engine. The charge is full and on 12V too. Right now the configuration test costs $5 plus tax. A few tries and here it is $20 down the drain.

Sorry, I don't know about polestar that much but shouldn't be the polestar plug-in recharge just plug it in it should stop charging the battery and supply power to other systems in order not to drain the battery. 
It's weird that VOLVO charged you $5, either they have changed the policy and pricing or it's different for polestar cars.

As I mentioned, you can claim refund to due fact that technical issue on the car. Same as I did. Just log on to volvo bookstore, go to my orders and from there you can ask for refund for each order.

I am new to Vida and am stuck on the ordering a "Configuration Test" step. Configuration Test is listed under Software, but the only option seems to be create a new Work List. What am I missing? I purchased all the license options other than standard Time VCUSA. Here is what I see in Vida:

Of course by the time I got to the install test step, the car battery had dropped below the 12.5v threshold.

You don't need to.  Just turn on the engine, retrieve and install the configuration test while the engine is running. VIDA will warn you to be parked safely but it will continue with the installation at the end it may stop the engine but it's not a problem.  I did that while reloading the market certificate.

I have VIDA, but due to some reasons, I cannot install Wireshark. I know some people can download 2.0 software through VIDA to obtain some files, and then obtain a PIN through the files. Can I pay to learn this method? thank you!

Trying to grab a wireshark log for orbit but when I login to vida it doesn't show any software available to order 
   

When I try to manually order a configuration test (32292678) it gives me error code 502 and 10
   

What is going on here? I've reinstalled net framework 4.5 and vida twice now. Software ordering is apart of my vida subscription too.
   


I know for a fact I will not get assistance from vida over the weekend so this is my only hope before my $90 3 day access goes down the drain. Any help is appreciated
