So the bottom line here, because no one has formally come out and said this...

What do I do to make a brand new factory tow bar / TRM module work?  Must it be programmed initially with VIDA?  Despite what OrBit says, I CANNOT enable the module with OrBit?

A brand new module has no software. You need to program it with Vida or send a message to Orbit support to see if they can set you up with the correct software.
