This is not true at all.
VOLVO does not block the car for software downloads if a wrong or a new or used ECU / module is installed on car. It just does not let to install total upgrade until all items under HW changes is cleared.
I replaced my headlight modules with a used Bendy ones (mark H) while my original ones were marked L with used full led bendy headlights. VIDA detected ECU changes, I installed HCM reload and could install total upgrade after that.
I replaced my faulty 2019 IHU with a used one came from 2022 s60. I could not download any app or update the maps. I connected VIDA, it detected IHU change and market certificate.
I installed market certificate change software via VIDA for $90. IHU reload was $180. After installing the market change certificate, the IHU reload under HW changes was cleared automatically and I can now update my maps and install apps from Sensus. If my car had been blocked by VOLVO like you said, I wouldn't be able to do any of those.
Another point,
You can replace non-security related ECUs to diagnose a problem like CCM, HCM, AUD, IHU, WAM, Seat and door modules for diagnoses (faulty ECU) VIDA would detect HW changes but you can always install the original ECU back then install "configuration test" which will clear the HW changes then VIDA will let you install total upgrade.
Let's say. You have a HK AUD on your s60 and you found B&W AUD (gen1) from another s60. You can install it and VIDA would install AUD reload. But if the new B&W AUD (gen1) came from 90 series, VIDA would not install AUD reload because 60 series B&W and 90 series B&W has different output channels with different internal software.
VOLVO blocks the car totally for software installations only if VIDA detects un official configuration changes like Orbit or V-DASH does.
