The connector you're referring to is a dummy and does nothing. You need to replace the SWM for one that has steering wheel heating. Then activate it with OrBit. You may be lucky because for your model year it was an option, so all cabling should be there.
Check if the fuse for steering wheel heating is there. If it's not, cabling is not there. But I did a few 2019 and 2018 retrofits and they were all cabled from the factory. So you just need a used SWM for your car and you're good to go.
