Epb locked on / not retracting. Help with troubleshooting?

Hoping someone can offer advice - XC60 T5 r design pro 2017/18 model
Issue: electric parking brake has stuck on after parking.
One day prior, the auto hold and epb service required warnings flashed on the dash, orange, while driving home, but the epb and auto hold still worked.
Next morning they didn't come on until about 10 mins into the drive. Again epb and auto hold still worked.
When leaving work the red epb not fully retracted warning came on and flashed with the accompanying ping. The brakes were not locked on at this point so I continued until I could stop and check which side, if either was dragging. Neither disc seemed unusually warm, suggesting the brake has retracted sufficiently. However when I started the car and tried to pull away, the brakes had locked on and would not retract despite pumping the brake pedal, manually attempting to activate the handbrake, watching the car on and off several times etc.
Both calipers seem to be locked on ( I think), not just one. So I doubt it is the actuator, or could a single faulty epb actuator cause the issue?
Guessing it's most likely a problem with the epb module (is there is a specific module for this? If so can anyone id it), a software problem (does anyone know if any software issues I might resolve with orbit?) or a wiring issue (what codes would you expect got this?), unless the loom for each side is separate independent (in which case prob not, if both are locked)?
Assuming I can manually remove the epb actuators and wind the calipers back, what tools are required to remove the actuator and manually wind the piston back? Then at least I can drive it home or to a garage.
Can't think of anything obvious, other than I hit a fairly deep bit of flooded road faster than I would have liked a day prior to the initial warning. The brakes pads are also probably at the point of needing replacement, so had wondered if this could cause the pistons to overextend creating a fault?
Could it be a low voltage issue, I assumed that with the car running, the alternator would supply enough voltage so this wouldn't cause a problem?
Thanks in advance for any advice that would aid in my understanding of how to troubleshoot/resolve the issue. I'm pretty stuck without the car as live very rurally.
