A brand new IHU needs all of the relevant OS / certificates loaded onto it to make it work. It's not just plug and play.
If Volvo don't offer this upgrade - any change in hardware will get your car blocked. The PIE and TIE servers know exactly what should be in your car, software and hardware.
I suspect, given people are posting on the internet, the ability to order these to a non-dealership setting will be shut down pretty quickly. It'll be dealer fit only - outside of the US, who has RTR legislation.
