The tech just wants to rip you off! 
VIDA itself updates the VOLVO DB for each and every module for HW and software numbers right after the readout.  If the an installed HW part number does not match to the one recorded in the VOLVO DB,  the replaced ECUs appear in the HW changes TAB. 
The configuration test software, read all the current installed HW (modules) of the car then compares those to the VOLVO DB if they match to the original part numbers then removes the "HW change flag" so that VIDA would not show the ECU reload and allow total upgrade. 
The configuration test is there for testing a faulty equipment with a temporary replacement one without the need of reload ecu software everytime. 

So, restore the config to OEM, put back the original AUD. Tell the tech guy, to install configuration test. Last time I checked, it was free same as total upgrade in the USA.  He should not charge you nothing more than labour hours for configuration test and total upgrade installations.
