WAM (360) module is a CAN node and operates independently to CEM. The config you have changed for it just enables the option in IHU

This is normal based on the setting you have but it shows that SWM module is communicating and sending the correct message.  
So, either your wiring is wrong or your CEM does not actually have the pins to send power to fog lights.

Got it. Only thing I have not checked are the connections from front fog lights and BLIS radars itself. Not sure if the connection there might be the problem.
