SAS is the steering angle sensor module. If the replacement SWM module has the new SAS in it. You should be able to reload and calibrate it. There is a procedure for it under SAS then install the Heated steering wheel.
What service representative meant is that a used SAS from another vehicle can not be reprogrammed. Is your SWM used or not?
Let's say if it's not.
First while the original units are installed purchase the configuration test but do not install it yet.
Replace the seat controllers with the new ones while VIDA is connected and waiting to instal configuration test.
Then install the configuration test. This should update the VOLVO DB with new HW parts of the replacement seat controllers.
This method only for the seat controllers is reported to be working on many SPA models.
