Did you change the block 59 for Active suspension in config to 01 - without continuously controlled chassis for passive shocks?
On the air suspension equipped cars with the 4C shocks, everything runs through the SUM module so its hard to just delete 1 part of the system like the shocks.
I had luck with making some DCC cancellers for the front shocks on my S90 when i removed the factory air setup, if you have the old shock absorbers you can cut out the solenoid part from them and then leave that part plugged in and the car will not know the shocks were changed.
