Retrofit heated steering wheel problem. Help!

No.It does! 
You need to understand enabling a functionality "Heated steering wheel" is different than replacing an SWM module officially "reloading SWM software and they are purchased and installed separately.  
There are two different variants for each model.  (w or WO heated steering wheel.)   The SWM for XC and V series are different than the S series. 
VIDA will not reload an XC or V series SWM on an S series.  
So, first you must have the correct SWM from the correct  model that has the heated steering wheel connection inside. Install it on the car than do SWM software reload from VIDA.  
After that, you should pull positive wire from to fuse box, to the SWM connector, replace the steering wheel with the heated one.  
Then, you can use orbit to enable the heated steering wheel if VIDA does not offer it under the "functional changes" tab for your VIN. 

Once you do all that, you are good. VIDA will never force you do SWM reload. However, you will need to revert any Orbit config changes back to OEM before connecting the car to VIDA.  Because VIDA checks if the config is altered or not. If it is, VOLVO blocks the car for any software download.
