I had the same issue with another software "market certificate for IHU" download.  With the latest update of the VIDA, it's not related to fully charged or not. It's about the supplied voltage. I even connected external battery retainer / charger but it still refused to install. 
I ended up installing the software while engine is actually running. Yes, you can do that at least most of the software reloads. It will shut down the engine at the end and finalize the installation.  The important part is that during that finalization period while engine is not running, your battery should be at least %70 full. 

So, you can install the configuration change while the engine is running or you will need external battery charger that supplies 13.5v or more. 
The configuration test does not cost money, it's only 1 cent. $0.01. In my case, I had to ask for refund for the first failed one and re-purchase it second time. Refund process was very quick though, I got refund on my card less than 24 hours I claimed it. 

If it happens next time, DO NOT cancel the process. Just turn on the engine and click on retry or continue. It will give you warning "Do not drive the car" because it will stop the engine as I mentioned above.
