I finally figured it out! Cool All wiring was good. It turned out since my s90 is made for us market it had different spec cem also what was missing some components. I ordered different cem from eu car, made clone of my original cem, put everything back together and woila! Climate relay works!
Its sooo stupid that engineers are willing to make so many different parts for just saving couple of cents..  Confused

I am not too surprised...they are willing to save a few cents on those components not needed, if at all possible.

This was a nice swap, must have been much work! I find it interesting, that the HVCH is a "new" type of thing for EV and PHEV cars, but for Volvo, they just mount an electric heater where the combustion heater used to be ;-)

It actually was quite easy swap since all of coolant hoses were already there. Most difficult part was that Climate relay problem to sort out. I think if I had EU market car then this problem wouldn't occurred. Other parts and wiring to fit was like 5hour work. I really don't know why Volvo started using these HVCH for PHEV cars. They mostly fail sooner or later and in EU they cost around 1000€ to change plus they kill EV range when you are in cold climate. In my case when HVCH was working car showed 31km range with fully charged battery and real mileage that I got out of it was around 15km and it was in like -10c. Webasto is more customer wallet friendly in my opinion. In most cases just change burner unit witch costs around 2-300€ when you use product from Webasto. If you buy it from Volvo its around 400€..
