I have a 2017 XC90 and of course the VCM modem is now obsolete and not functioning. Before I pay the dealer $2200 I want to try just disabling the message. I have not been using On Call for quite some time and never did try to use SOS. My Google AI is telling me to set configuration id's 191, 201, and 372 to show no telematic system. I have tried this and still get U017604 and sometimes U105000 although I have cleared that a couple of times.

In my case disconnecting the main 12V battery for a couple of minutes gets rid of the message on the dashboard but does not get rid of the DTC U105000. It sometimes reappears after I clear DTCs.

Have you tried resetting battery life in the service menu? You're actually doing better than I am with my 2017 XC90. My primary DTC is U107604. I don't know if the modem really has a fault or it is just an obsolete 2G/3G modem.
